The green climate fund processes and procedures have some stipulated requirements with peer review data which facilitate collection of the funds for the job, in the areas, regions for which the applicants are bidding to collect funds where there is no climate change issue, there are no threats, so there is not enough backing to disburse the funds because all are geared towards climate change solutions, however this does not stop unaffected regions from planting rain forests or from protecting natural habitats, as well as conservation.

Africa has only 4% of the total emissions compared to India, Australia, Columbia who have individually good reason to back up on emissions and also enough data to show and collect funds, India alone has over 10%, Columbia has 0.6% and he is a high risk country for cutting carbon emissions, Australia and coal is a story to tell, their Luke-warm attitude towards climate change will turn around. Africans must approach with the right knowledge and mentality, trust me, the capacity to manage the resources will depend not on carbon emissions but on improving conservation and biodiversity. South Africa is the only one with so much attention in the use of coal and the emissions of greenhouse gases; they have been addressed duly as I overheard somewhere there.
